Externe evaluaties: Wetsus-onderzoek is excellent en relevant
In de afgelopen maanden heeft Wetsus, als onderdeel van haar vaste evaluatiecyclus, twee externe evaluaties laten uitvoeren om haar model, impact, relevantie en wetenschappelijke kwaliteit onafhankelijk te laten bepalen. In beide evaluaties worden zeer positieve conclusies getrokken over het onderzoeksinstituut en het innovatieprogramma. Wetsus, dat dit jaar het twintigjarig bestaan viert, is erg verheugd over en geïnspireerd door de bevindingen. Wetsus ziet deze als stimulans voor haar missie en eigenwijze strategie om doorbraakinnovaties in watertechnologie te ontwikkelen voor een duurzame en eerlijke samenleving, in een gezond en circulair milieu.
Ook de regionale overheid is verguld met de resultaten. Friso Douwstra, gedeputeerde Provincie Fryslân: “Wij zijn trots dat Wetsus zo goed scoort in zowel de wetenschappelijke als economische evaluatie. Voor ons is Wetsus de motor achter veel innovaties op het gebied van water, maar ook zeker op die van bodem, energie en circulariteit. Hun verbindende rol en bijdrage aan een schoon, gezond en gelukkig Fryslân is van essentieel belang voor de toekomst. Wij moeten dit als gehele regio omarmen en blijven steunen.”
Een internationaal ‘peer-review’ comité van vijf gerespecteerde wetenschappers heeft in het voorjaar van 2023 de kwaliteit, relevantie en levensvatbaarheid van Wetsus en haar onderzoeksprogramma over de periode 2017 t/m 2022 geëvalueerd. Dit type evaluatie laat Wetsus iedere zes jaar doen, en voor de uitvoering worden de hoge standaarden van het nationale Strategische Evaluatie Protocol (SEP) voor academische instellingen gevolgd.
In haar oordeel concludeert de commissie onder andere:
“Over het geheel beschouwd is Wetsus een zeer succesvol, gerenommeerd en extreem waardevol instituut met een unieke innovatieomgeving die samenwerking van wereldklasse -van onderzoek tot praktijktoepassing- mogelijk maakt tussen academische en commerciële partners”
De kwaliteit van het wetenschappelijke onderzoek in Wetsus kwalificeert de commissie als excellent. Het innovatiemodel van Wetsus wordt beoordeeld als een van de meest effectieve methodes voor samenwerking tussen industrie en universiteiten die de commissie heeft gezien. Doordat het model zorgt dat leidende wetenschappelijke resultaten snel in de maatschappij toegepast worden, kwalificeert de commissie economische en maatschappelijke impact vanuit Wetsus als significant. Ten aanzien van de levensvatbaarheid ziet men een ‘gezond en zeer veelbelovend instituut’.
De observaties van de commissie en de aanbevelingen die zij in haar rapport doet, zijn voor Wetsus waardevolle input in haar strategie voor continue verbetering.
BBO (Bureau Beleidsonderzoek) heeft in 2023 de onafhankelijke evaluatie uitgevoerd van de organisatorische ontwikkeling en economische effecten van Wetsus. De evaluatie beslaat de periode 2020 t/m 2022, en wordt al vanaf 2004 om de drie jaar uitgevoerd. In de evaluatie is ook het functioneren van het Wetsus innovatiesysteem en het effect daarvan voor de aangesloten organisaties onderzocht. In dit onderzoek zijn de vele bij Wetsus betrokken bedrijven en universiteiten geraadpleegd. Het BBO evaluatierapport is gebruikt als onderdeel van het bronmateriaal voor de wetenschappelijke evaluatie.
Op het gebied van economische effecten en valorisatie is het oordeel over Wetsus:
“In het algemeen moeten de activiteiten van Wetsus als zeer relevant worden beschouwd voor economische en innovatiedoelen op wereld, Europees, nationaal en regionaal niveau, met een sterke relatie met de Sustainable Development Goals (SDG’s). Wetsus is continu succesvol in het leveren van economische resultaten.”
Verder wordt benadrukt dat Wetsus voor de watertechnologiesector een belangrijke rol speelt voor innovatie, internationale oriëntatie en arbeidsmarktontwikkeling, en dat de activiteiten leiden tot regionale economische structuurversterking. Het samenwerkingsmodel van Wetsus wordt hoog gewaardeerd; als regel worden de verwachtingen van betrokkenen meer dan vervuld door Wetsus en oordeelt men zeer positief over de kwaliteit van de samenwerking en over de effectiviteit van het innovatiesysteem.
External evaluations: Wetsus research is excellent and relevant
In recent months, as part of its regular evaluation cycle, Wetsus has had two external evaluations carried out to independently determine its model, impact, relevance and scientific quality. Both evaluations draw very positive conclusions about the research institute and the innovation program. Wetsus, which is celebrating its twentieth anniversary this year, is very pleased and inspired by the findings. Wetsus sees this as an incentive for its mission and unique strategy to develop breakthrough innovations in water technology for a sustainable and fair society, in a healthy and circular environment.
The regional government is also pleased with the results. Friso Douwstra, deputy for the Province of Fryslân: “We are proud that Wetsus scores so well in both the scientific and economic evaluation. For us, Wetsus is the driving force behind many innovations in the field of water, but also in soil, energy and circularity. Their connecting role and contribution to a clean, healthy and happy Fryslân is essential for the future. We must embrace this as an entire region and continue to support it.”
In its opinion, the committee concludes, among other things:
“Overall, Wetsus is a highly successful, renowned and extremely valuable institute with a unique innovation environment that enables world-class collaboration – from research to practical application – between academic and commercial partners”
The committee qualifies the quality of scientific research in Wetsus as excellent. Wetsus’ innovation model is rated as one of the most effective methods for industry-university collaboration that the committee has seen. Because the model ensures that leading scientific results are quickly applied in society, the committee qualifies economic and social impact from Wetsus as significant. With regard to viability, one sees a ‘healthy and very promising institute’.
The committee’s observations and the recommendations it makes in its report are valuable input for Wetsus in its strategy for continuous improvement.
In terms of economic effects and valorization, the opinion about Wetsus is:
“In general, Wetsus’ activities should be considered highly relevant to economic and innovation goals at global, European, national and regional levels, with a strong relationship with the Sustainable Development Goals (SDGs). Wetsus is continuously successful in delivering economic results.”
It is further emphasized that Wetsus plays an important role in the water technology sector for innovation, international orientation and labor market development, and that its activities lead to regional economic structure strengthening. Wetsus’s collaboration model is highly valued; As a rule, the expectations of those involved are more than met by Wetsus and people are very positive about the quality of the collaboration and the effectiveness of the innovation system.
